In contrast, San Francisco proper, Daly City, and much of the western Peninsula show very low rates of new construction, with most zip codes below 4%, reflecting the well-documented constraints on infill development in these dense, built-out communities. A notable mid-corridor of moderate new construction (8–16%) stretches through parts of the South Bay toward San Jose, suggesting pockets of greenfield or redevelopment activity interspersed among older housing stock.
