Much of the central and western portions of the metro—including established communities around Torrance, Long Beach, and the Westside—display consistently low construction shares below 4%, reflecting the built-out nature of these neighborhoods. The contrast between the rapidly developing exurban and suburban fringe areas and the largely static inner-ring communities underscores the outward push of new housing supply away from the urban core.
