The Eastern Panhandle, particularly the zip codes near the Jefferson and Berkeley County areas bordering Virginia and Maryland, displays some of the highest percentages of housing units built since 2010, likely reflecting suburban spillover growth from the Washington, D.C. metro area. Much of the southern coalfield region and central Appalachian interior shows persistently low new construction rates at or near 0%, consistent with long-term population decline and economic contraction in those communities. Scattered pockets of moderate new development (8–12%) appear around the Morgantown area in the north-central part of the state and near Charleston, suggesting university- and government-driven housing demand in those regional hubs.
