In contrast, much of the Western Slope, the San Luis Valley, and rural southeastern Colorado show markedly lower rates, often below 4%, reflecting limited development pressure in these less populated regions. A notable secondary cluster of moderate-to-high new construction activity appears around Colorado Springs and extending into El Paso County's eastern fringes, suggesting continued suburban expansion along the southern Front Range.
